Is there any way to get the iphone for $199 when you aren’t eligible for an upgrade yet?

Nope. The $200/$300 price is only available to new ATT customers and existing cutomers who are eligible for an upgrade.
Cheer up. By the time you’re eligible, there will probably be a new version of the phone available.
